No-one could say you're not a successful seller - in the narrowest sense ! Due to that. We've all made mistakes, like underquoting P&P most commonly 😞 Or finding a flurry of orders with insufficient time or packaging material to get them off.
I would also set an ad rate cap. That way it won't go over that specific number you set!
Why would they even have that feature, basically that's theft, it should stop at 50% or something like that, nobody want to give their items away and some more.
I’ve always said it’s so unethical that eBay even let it be possible to promote at 100%. I’ve never used off site ads but when I used to use the bulk promotion tool - I was promoting once at 2.7% but about 5 items were promoted at 72% 🤮 two of them sold and eBay did refund those fees for me but I was saying it was their fault because how could only 5 be on the wrong %. It’s really bad form on eBay’s part not to refund you those other fees.
You are fortunate that you get your stuff cheap but sadly not everyone does. If someone is paying say 30 or even as much as 40% cost of goods within their category then promoted listings along with postage could make selling pointless. I think if you promote at say 10% then talking about 27.5% selling fees there or there abouts with the VAT so really need to be paying 10% or less COG. The most frustrating thing about Ebay is that you can be cheaper but they hide your listings. You end up in a situation where you'd be happy to sell cheaper to the buyer but they cant find the item but because someone else is promoting at double digits they might be say £10 more in total and get the sale. This means that Ebay is simply becoming more expensive for folk to shop on. The other seller who has promoted high might potentially only make the same bottom line as you'd have made with your lower price with the additional sum going to the corrupt Ebay. The high cost of selling fools some into believing they are making a lot more than they are as they get blinded by turnover. Some with high COG and high promotion might only be making 30% or as low as 20% of each sale which is a joke. Promoted listings is a scam that was touted as an optional 'selling tool'. The problem now is that it is so ingrained ( think Stockholm Syndrome ) that something which was once optional is now effectively compulsory with the illusion of free will. A lot of us know that promoted pay to play is corrupt but we have no choice but to use it but rather like like paying a school bully than as a true choice. I think that a lot of us who have been selling a decade or more are more angered by it while younger Gen Z sellers are Ebay's preferred prey because unlike us they likely don't remember Ebay prior to pay to play extortion. This along with kamikaze free returns are causing misery for sellers and making selling easily twice as expensive than a decade ago. Years ago talking perhaps 15% selling fees but for some it's nudging 30% with the VAT meaning enormous volume is needed to counteract this.
Seems mad they have the 100% setting but maybe they left it to catch people out or it was just easier to program that way. You’re lucky you got one refunded mate. Live and learn I guess.

OMG that's terrible. It would have been easy for eBay to display a limit, warning or estimate, after entering a percentage but they chose not to implement that. I wonder why....

Never understood why anyone uses promotions - if you can afford ANY promotion then simply drop the price to start with
Sales are slightly lower than last year but am probably not listing as much. I had a £100 voucher from ebay to use on Promoted offsite campaign and so far have had £691.15 in sales with fees of £58.86 from the voucher with a cap on the spend of £5 per day. I will end the campaign when voucher is used up.
