You have more S cells the stronger your parents were at the time of conception, for example gohan does have crazy potential but he was born before goku got super saiyan, which is why goten unlocked the form so easily as he was conceived afterwards, bulla on the other hand was conceived after vegeta had blue or even blue evo

Her potential would most certainly be higher than Gohans considering Vegeta was more powerful and had mastery over basically all of his forms at the point that she was conceived, meaning at the point of her conception she was the offspring of a saiyan who had reached the highest level of their potential. This is why Goten was so easily able to transform into SSJ, Goku had already completely mastered SSJ to the point of having Grade 4 and given what we know of when Goten was most likely conceived, Goku was likely still in Grade 4 when that whole thing happened 😅 making Goten the first LITERAL offspring of a SSJ.
Given that fact, Trunks had an easier time achieving SSJ as well, just not as easily as Goten, but a lot easier than Gohan. Bulla or Bra on the other hand was conceived by a saiyan who had a mastery of SSJ2. Making her have the most potential out of the 4 50/50 Saiyan x Human Hybrids.
Pam is a whole other story tho, her father is quite literally the PEAK of a saiyans potential, even if he couldn’t access the Ultimate form at the time, his potential was still unleashed regardless. The fact that he was able to regain that form simply by training is evidence enough for that. Essentially his potential was still unleashed, he just couldn’t access the transformation that pulls out the power of both SSJ and SSJ2 without any of the downsides that come with either of the forms.
So basically, Pan was born with a body that can tank more damage than any saiyan or human was born with before her. 
I truly think that pan at like Buu Saga Gohan age would be able to rival Beerus after getting a potential unleash of her own. She genuinely could be theoretically one of the most busted characters in the series.
Yet she’d still probably end up getting slept by some alt form of Goku 😪💀💀

1. Bulma didn't create interstellar travel she just learned how to use Kami's old space ship and that was after a year studying it and the saiyan's ships with her dad. Also she was in her early to mid 20's when that happen.

2. She was in her 40's to 50's by the time she made the time machine and her present self was able to do that in her 30's because she read future her notes.

She indeed is shown to be as smart as Bulma, but her power is absolutely fodder compared to Pan. We've seen Pan do a multi galaxy level feat in GT while we don't see anything to put Bulla above Raditz. Gohan is probably stronger than HELES nonetheless anything Bulla could even dream of achieving.
