doesn't make much sense as a lighthouse anymore considering it's no longer at the entrance of the harbor or near any point of land. Just looks like it belongs to NJ now as a side note.

Yes, originally miss Liberty had broken chains in both her hands . It was a symbol to the freed slaves but Racism won. They made an agreement with the French that they would put the chains at her feet.
