The drink drive limits makes no impact if there are no police to enforce it. I haven't seen the police pull anyone over for years.

On the Drink/Drug testing front - I live in Scotland and yes it has had a noticeable effect on the numbers caught but there are still too many on the roads. When I was working I was a shipโ€™s captain and had to maintain a breath testing machine and (unfortunately) had to use it in a number of occasions on drunk crew. The company had a monthly device testing policy so I used to randomly pick a person out of the team and asked them to be the โ€œvictimโ€ at morning coffee break. To spice up the device test session I would occassionally give the lucky person a swig of mouthwash and told them to give their mouth a good rinse out with it, then I would test them in front of everyone โ€ฆโ€ฆโ€ฆโ€ฆ.. sharp intakes of breath when the meter reading was read out as being way, way over the limit (in our case at sea/ on duty that was zero) most people donโ€™t know that mouthwash is a reformulated alcoholโ€ฆโ€ฆโ€ฆ

The problem with an even lower legal limit for alcohol, is that alcohol remains in the body and can be detected in a person's breath for up to 24 hrs. Most people are unaware of this fact. We used to advise motorists that alcohol would be detected up to 14 hours after consumption - and most were shocked. So, in practice, it would mean that people might be liable to arrest and punishment for consuming intoxicating liquor up to 24 hours prior to driving.
