At about 6:00 do you baste the lining to the side panel wrong sides together?

I just started making this and realize that I wonโ€™t have enough fabric to make the handles 42 inches long. (Iโ€™m using fabric from my stash) Would it work if I can cut only 38 inches for the handles? Otherwise I will just use webbing.
